Taking a decision about icons in menu/button

I think the release team should make a decision about delaying GNOME
2.28.0 until that bug is fixed.

IMO that gconf key should be reverted to TRUE by default, or we should
break UI/String freeze right now to add a checkbox to make it
configurable: /desktop/gnome/interface/buttons_have_icon
