I don't think that is fair to say. We've always communicated that we
are planning to release 2.16 at the next Guadec.

But actually, I am contemplating to propose that we do an abridged
2.16 in time for Gnome 2.26, since some people are itching to use e.g.
the new statusicon apis. I'll discuss that with the GTK+ team.
