To accomplish this task, we would need to bump the minimal required
version rather than the recommended version (which pretty much is
optional), no?

FWIW, 0.13 and 0.14 have been used in GARNOME since Jun 5th and Sep 4th
respectively without any problem. I'd be ok with bumping the minimal
version too, for the 2.21 unstable cycle.
