I think the basic rule should be that if it bumping doesn't add new
dependencies and someone has sanity checked that it won't cause build
issues, just go ahead and bump it.  We added the external dependency
page and the process around bumping since building GNOME had gotten
totally out of control, but I think we swung the pendulum a bit too
far and aren't ever bumping stuff.
