New unapproved external dependency?

Hi Fer,

I just noticed that bug-buddy now requires libelf.h, which isn't on
our list of external dependencies and wasn't installed by default on
my system (had to install elfutils-libelf-devel).  We should probably
either have this officially proposed, as per directions at
http://live.gnome.org/TwoPointNineteen/ExternalDependencies, or made
optional.  Suggestions?
