So, a quick overview:
Important GStreamer Core bugs, fixed in 0.10.4:

the user to have a completely broken registry. You can only recover by manually deleting the registry.
http://bugzilla.gnome.org/show_bug.cgi?id=331255 reduced our .so size by a good 30%

alsa mixer, and would cause strange behaviour in gnome's volume applet

typefinding
http://bugzilla.gnome.org/show_bug.cgi?id=333352 is a patch Ross sent
for Sound-Juicer - he may actually be relying on it to be there, I just
realized. Ross, can you confirm whether or not Sound-Juicer would
compile without this version of gst-plugins-base ?
Beside that, the Ogg muxer got some important fixes so that files are
actually correct now. May not be an issue if you consider we don't have
a capture application in GNOME.

I think that's pretty much it.
My personal recommendation would be to ship GStreamer Core 0.10.4 and
GStreamer Plugins Base 0.10.5.
