Had I not gone ahead and made the capplet be explicit apply to conform
with the HIG recommendations, I would have gone ahead and done this
anyway. No, I don't think we should wait. If we wait, then it will never
get done, and our users have expressed issues with "Close" in testing,
specifically with the background capplet.

It doesn't matter if it changes instantly or not. The users expressed
that they don't /FEEL/ that it will stick, when they press "Close". And
even if it does change instantly, the user may not notice it, if their
desktop is mostly or totally covered by windows, because they can't see
it happening.
