Fix for recent gnome-applets regression required breaking hard code freeze.

Hello.

As per: http://bugzilla.gnome.org/show_bug.cgi?id=313550 I am formally
requesting a break of the hard code freeze.

If you have more than 4 governors enabled on your computers (as Ubuntu
Breezy, for example, does by default) then setting your frequency to
100% using the applet fails to work.

This is due to an old assumption in the code that Linux would never have
more than 4 governors.

I am able to reproduce the bug as reported and the bug goes away with
the provided patch (which is a one-liner).

Cheers.
