Most of this sort of stuff is on dotplan, but like the rest of d.g.o, I have
been planning on improving it while migrating it to the wiki. If you want to
make a start on doing it, that'd be great.

I'm not sure the mail is entirely necessary, because we've always included
versions we've shipped in previous stable releases and so on. It only makes
sense to release when appropriate, but if lack of releases is causing
problems for other teams, then that needs to be addressed. There's no point
releasing when there's no need.
