I'm creating a set of tasks with subtasks. I'm hoping I can set a "due-date" or "end-date" for a task, and then use the work time of it's sub-tasks to determine the start date/time. I can't seem to find a way to set this up. Is this something that can be done?
Be aware that planner doesn't do task levelling. But besides that, the "predecessors" functionality will let you regulate tasks so that they end at a particular milestone with fixed date, and you can set a fixed date using the "schedule" functionality.
Create your task. Then create your milestone and edit it, changing the schedule attribute:

Then edit the task, assign the amount of work, and set the predecessor to the milestone and the type to "Start to Finish". I know, a predecessor that comes afterward sounds kind of odd..
Finally you should have a WBS that looks like this:
