Be aware that planner doesn't do task levelling.  But besides that, the "predecessors" functionality will let you regulate tasks so that they end at a particular milestone with fixed date, and you can set a fixed date using the "schedule" functionality.

Create your task.  Then create your milestone and edit it, changing the schedule attribute:

Then edit the task, assign the amount of work, and set the predecessor to the milestone and the type to "Start to Finish".  I know, a predecessor that comes afterward sounds kind of odd..
