Are there any error messages printed if you start planner from a terminal window and try to increase the completion to 100%? If not, can you upload the .planner file somewhere? If you don't have an easy way to put it online, please submit a bug report at http://bugzilla.gnome.org/browse.cgi?product=planner and attach the .planner file to the bug.
