Try Applications -> Preferences -> Menus & Toolbars
There's a dropdown to select the toolbar button label style.

Its worked as far back as I can remember.
Oh, I think I just found your problem.  If you edit it in gconf-editor,
the long description has an invalid value listed.  It says 'icon', but
it really ought to be 'icons'.
