Question about Planner database schema.

Hi!. I have a question about Planner database schema (version 0.13). The thing is that I have been studying it, in order to integrate it with functionality existent in another tool, and I cannot figure out what is the function of the std_rate and ovc_rate fields in the resource table. So, what is their function?.
