Personally, I think it should be derived from the default calendar ('Working' day type).  Likewise with the default work week.  Some folks might use a 6 or 4 day default work week, so that should be taken into account also.
IMO, if I changed my default calendar to be 9 hour days, then it might be confusing to have to go change a setting as well.
