ostree os tree and groups

Hi,

Unfortunately Polari has some issue at my device at the moment,
I asked this on IRC, if someone answered I am not able to see it.

In the .yaml files to build ostree's there is the  field
etc-group-members: ["wheel", "dnsmasq"] although if you deploy this
tree later on those groups do not exist. Is that expected?

I find the groups behavior a bit strange as one has a group file, the
field etc-group-members
and the resulting image has neither of the groups.
