Grub2 bootstrap

Hi,
I am trying to bootstrap an OSTree file system with grub2. That is,
originally I have a file system with zero deployments in it, then I
create an empty /boot/grub2/grub.cfg file, so that ostree-admin-deploy
understands that it is going to be using Grub2 and then run 'ostree
admin deploy'. With u-boot this trick worked well, but with Grub2 I get
OSTree:ERROR:src/libostree/ostree-bootloader-grub2.c:326:_ostree_bootloader_grub2_write_config:
assertion failed (deployments->len > 0): (0 > 0)
So it looks like it is expecting that we already have some deployments
before adding a new one.
What is recommended bootstrap procedure for Grub2?
