rpm-ostree content filtering

Hi,

I wonder if rpm-ostree does any content filtering after installing rpms
or does it install with --excludedocs ? The reason I'm asking is that
while looking at our fedora workstation prototype, I see gnome-user-
docs show up in the rpmdb with all its files (tons of stuff in
/usr/share/help). Yet, when running yelp, it complains about not
finding any content, and sure enough, there's no trace of
/usr/share/help on disk.
