ostree 2013.7 released

OSTree 2013.7 is now tagged:

I uploaded the tarball and it should appear on the mirrors for people
who like that sort of thing.

The git shortlog for this release is longer than usual; the major
highlights are:

* GPG signed commits thanks to Jeremy Whiting (implemented in
  terms of a more generic "detached metadata")
* Lots of work on the library API; in particular the new
  OstreeSysroot class should allow implementing things like
  PackageKit backends.
* Significant internal refactoring to use the Unix openat() and
  such functions in many places; this is a noticeable performance win
  on my system, and also increases reliability.
* More tests (including new GJS-based tests which cover the API
  directly)
* Speedup for large HTTP pulls
