Looks like a bug. Since the capslock key in the laptop layout is the 
Orca modifier key, you need to double tap the key to toggle the capslock 
function. I can confirm your issue. In laptop layout, toggling the 
capslock by double tapping the key does work, but does not speak. The 
best work-around I have found, at least on the MATE desktop is to go to 
system -> preferences -> hardware -> keyboard, accessibility tab and 
turn on "Beep when a toggle key is pressed" in the audio feedback 
settings. Unfortunately this won't tell you whether you turned capslock 
on or off, but it will tell you that you toggled it.
