I don't think Orca is in mate-extra, although I would think it
could/should be. The only group I see for it is gnome. Perhaps
something to take up with the package maintainer, though I usually just
install the orca package on the same command line where I install mate,
mate-extra, xorg and my display manager of choice, which now is lightdm
and lightdm-gtk-greeter, since this can now be made to speak using
orca, so autologin is no longer required. Hope this helps.
