Note that a new installer for Ubuntu (with a graphical interface based on Flutter) is under development, and expected later this year.

This article provides the details. Whether accessibility APIs are supported is unclear. Apparently, developers at Canonical intend Flutter to be used more widely for Linux desktop applications.
