As far as I know keyboard emulation on the braille display is handled by xbrlapi, not Orca. Do you have xbrlapi running?

After recompiling Orca from Master and rebooting Orca no longer responds to input on my Focus 40 Braille display. It responds to the advance button but not to arrow keys, enter, backspace, etc.
