[orca-list] Orca chattering on vscode

Hi all.

I am not sure if the problem is related to orca, VSCode or my environment.

Steps to reproduce:


1. Launch VSCode.

2. Press ctrl+shift+p.

3. Type only the letter a.

Orca  announces the name of a VSCode command, make a note of that command.

4. Press the down arrow a few times to select the next commands.


In my environment, before announcing the next command, orca always 
announces the command presented in step 3.
