[orca-list] Decrease the speech volume command

Hi all.

I don't know if is a bug or works as designed.


I bound the 'decrease speech volume' command to capslock+left and it 
works as expected while I do not change to another window. But when I 
change to another window pressing alt+tab, the volume is not kept.

Am I doing something wrong?
