[orca-list] Orca master reads all punctuations in LO-Writer despite settings

Hi all,

I use Dutch language and notice the following:

I set puntuation level to none in Orca master with default synthesizer, 
I guess espeak-ng, but I notice in LibreOffice Writer that Orca still 
reads all puntuations as if it is set to 'All'.

In gedit Orca reads as expected.

In English Orca reads in LibreOffice Writer as expected.
