That said, while I've never tried getting Orca up and running on
either of my Pies, everything I've read suggest that the Pi 2/3 simply
don't have enough raw processor and memory resources to run a desktop,
Orca, and any meaningful amount ofapplications. Granted, most
experiments there were using Mate, and there are reasons Raspbian uses
a custom themed LXDE as the default Raspberry Pi desktop.

I don't yet have a Pi 4 for testing, but everything I've heard would
suggest that the extra ram of the higher memory versions of the Pi 4
make a difference, I've read that the latest Raspbian Buster includes
many accessibility improvements, and I've bookmarked the following
tutorial to try when I do upgrade to a Pi 4:
