[orca-list] Should flat review be broken in code-insiders?

Hey folks, genuine question since I'm sure Chromium/VSCode are in lots 
of sync.


I can't remember if I used to be able to flat review in VSCode, but a 
few days ago I had an issue where I thought it might help, but couldn't.


In today's VSCode build, and with Orca master, flat review shows me the 
menubar and a single line reading as "Embedded." Other Chrome/Electron 
apps seem to flat review fine.


I'll file this one against VSCode if it's on them, but I thought I'd 
check here first. Should flat review be working here?
