I'm having exactly the same trouble but on a standard 64 bits
computer.
Could you please report an issue against
Speech Dispatcher
itself on Github ?

I'm trying to use chain speech-dispatcher + espeak-ng + Orca on a
raspberry pi 3 B + on Raspbian buster and Mate.
Unfortunately, speech-dispatcher produce a noise when speaking and no
any word is understandable.
Test:
$ speaker-test
OK
$ espeak-ng "hello"
OK
$ spd-say "hello"
KO: noise
$ speaker-test
KO: noise
killall pulseaudio
$ speaker-test
OK
$ espeak-ng "hello"
OK
$ spd-say "hello"
KO: noise
$ speaker-test
KO: noise
I tried to use espeak-generic after adapting espeak-generic to
espeak-ng-generic: before installing Mate desktop, everything was OK.
After installing the desktop with tasksel, nomore speech.
Does anyone have experienced that situation?
