[orca-list] Changing Espeak-ng maximum rate?

Hello,
On Ubuntu 20.04 daily, I've edited the config file at
/etc/speechdispatcher/modules/espeak-ng.conf, changing the maximum
rate to 750 and enabling Espeak variants, but no varients appear in
the screen reader's person list and the 100% rate hasn't changed. What
else do I need to do aside from editing the config and rebooting?
