[orca-list] difficulty interacting with the file browser on chromium

Hi all.

To reproduce try the following steps.

1. launch chromium.

2. Press the f10 key , use arrows to find more tools and choose  save page.

3. Try to edit the field that appears with the suggested file name.

The keystrokes are not announced by orca. I also can't use the arrows to navigate the displayed text.

I am using latest orca compiled from master and chromium  version 82.0.4050.0.
