As an aside, gdm-2.20.11, which is ten and a half years old is fully accessible with Orca.

Newer is not always better...

If I log in "blind" then orca works normally.

I am using the infamous gtk+3.24.24, if that makes any difference and
gdm 3.36.4.  The orca master is as of
commit ee411f2f0ef9e9908ad7a48f4f4083e662b5b67e (HEAD -> master,
origin/master, origin/HEAD)

I also get from the kernel

Any assistance on this one would be appreciated.
