Based on what you described, that commit makes sense. But I cannot reproduce the problem in either Firefox Nightly or Chrome Dev. Does it always happen for you?

5. activate the button with the enter key or the space key and press down arrow

actual result:

I find myself at the level of the headers of the table.
Expected result:
see the links added by the button, "preview", "duplicate", "delete" as before
