This option can be enabled in the orca preferences in the voice tab.
You can associate the command Toggle the speaking of indentation and
justification to a key.

It should work in both Braille and speech and it should be easily turned on and off.
If Orca does not have such a feature, perhaps that should be my priority in helping with orca development.
