What best can be done is to have a ppa where latest versions of Orca can be available.
I am using Ubuntu-mate 18.04 but my current orca version is 3.37.1 and it is pretty stable.
I am able to compile from source but I understand most people are not interested and are not able to do so.
So a ppa could just do fine.
I guess there must be some thing similar for RPM based distros as
well.
It is not possible to install Orca from Flatpak or Snap because at the end you need to execute it from your computer.
If you want a stable Orca I advise you to stay with the version coming with your distribution.
