Hey all.

Several web-content related bugs sent me down some caret-moved-event 
rabbit holes. And yadda, yadda, yadda Orca's handling of caret-moved 
events has largely been rewritten. In addition to fixing several bugs, I 
think our doing less work will be good for performance.

If I've introduced any regressions, you know where to find me. :)
