[orca-list] VSCode and review live region announcement

I don't know if the problem is with orca or VSCode, but when I press 
capslock + f1 the live region  is not read by orca.

Vscode is interpreting capslock + f1 as if I just pressed f1.

I used the f1 key as an example but the same is true for f2, f3, .... 
and f9.

Before registering a bug in VSCode I thought it was better to expose the 
problem here, maybe someone has an idea.
