Here's the steps I did.
speaker-test -c 2
I get static
apt-get remove --purge pulseaudio
speaker-test -c 2
no sound
reboot
speaker-test -c 2
no sound
apt-get install speech-dispatcher
speechd-up
apt-get install gnome-orca
no sound
speaker-test -c 2
no sound
espeak "hello"
nothing
apt-get install espeak
espeak "hello"
I hear hello
apt-get install espeakup
espeakup
no sound
I press y and enter after a couple minutes after the apt-get commands in
case it's asking me yes or no.
I tried:
orca -text--setup
and I heard a constant faint muffled chirp sound running from the speaker,
like it was going through the Orca text setup process.
But after rebooting, still no-go.

Has speech-dispatcher been installed along with orca? If not, that's
likely a show stopper. Something else to confirm is speaker-test plays
static at an audible volume before trying to install any speech-producing
screen reader.
