Thanks Andy. That is the same issue others have been reporting.
Hopefully it will be fixed in Chromium soon.

When typing into text fields, Orca repeats the entire control with each
key press.
1. Start Orca.
2. Start Chrome 83.0.4100.3 (currently unstable dev).
3. Go to www.google.com <http://www.google.com>
4. Put focus on the search field, then enable focus mode if needed.
5. Type in a search term such as ‘test’.
Actual results: Orca reliably announces the search field from the
beginning on every key press.
Expected results: Orca reliably announces the next character typed into
the text field.
