Ok, I have hopefully fixed this, but I'm only doing the change in master until we have much more testing. The reason why is one change was to remove an old hack we had in place to eliminate some chattiness. Hopefully it doesn't make things way too chatty now. The other change was to stop presenting the "frame" role when the active frame hasn't changed. I don't know if that will have any side effects we don't want.

We've beginning to switch some of our user from Caja GTK2 and Orca 3.24 to Caja GTK3 and Orca 3.32 and one of our blind users reported to me that Orca no longer announces the title of the new folder when Orca goes into.

Tested environment:
- Caja 1.16 with Orca 3.32
- Caja 1.16 and 1.20 (GTK 3.24.5) with Orca master

Steps to reproduce:
1) Orca should be configured in all the folder in list view
2) Open Caja on the home folder
3) Select a new folder with down arrow
4) Press the return key to move into the focused folder

Result with Orca master / Caja GTK3:
Orca stays silent so the user think no actions has been made.

Result with Orca 3.24 / Caja 1.8 (GTK2):
Orca announces the title of the new folder.
