Ok, I have hopefully fixed this, but I'm only doing the change in master 
until we have much more testing. The reason why is one change was to 
remove an old hack we had in place to eliminate some chattiness. 
Hopefully it doesn't make things way too chatty now. The other change 
was to stop presenting the "frame" role when the active frame hasn't 
changed. I don't know if that will have any side effects we don't want.
