What you could do is to find which commit has introcued this regression.

I am trying to run Orca built from master and it seems..crippled.

The symptoms are:

1) The orca proces is running,
2) Hitting <orca-modifier>-space brings up the Orca setings menu, and the screen reader works in that menu.
3) No screen reading goes on outside that menu
4) Periodically, the orca process that I have running in a shell, spits out errors like the following.
