I could always try this in 19.04 to see if it's an issue there.
Could it possibly linked to the GSettings bug?

In Ubuntu Mate 19.10 (Eoan Ermine) using Orca 3.31.4, I can't uncheck
speak description on Orca's speech tab.
Steps to Reproduce:
1. In Ubuntu Mate 19.10 turn on Orca with alt+super+s.
2. Go to preferences, with orca+space.
3. Go to the speech tab and uncheck the "Speak Description" option.
4. Press OK.
Expected result: After pressing OK and going back to the preferences
window, speak description should remain unchecked and thus the setting
should take effect.
Actual result: The setting gets reverted and never takes effect.
This works fine on Debian Testing (Buster) running 3.30.1 of Orca.
