[orca-list] double links presented by orca when using arrows in yelp

Hi all.

To reproduce try the following steps using orca master or orca 3.32.


1. Go to the Orca Preferences Screen by pressing orca_key+space.


2. Press f1. to activate the help


3. Try to navigate in the screen using down arrow until you find a link.

4. Press down arrow again.

In my machine orca repeats the link instead of read the next line.
