Looking at Skype, I'm going to go with a "maybe accessible." The 
accessibility tree is there, but Orca's not navigating on it. From a 
*quick* glance, I think that this is a bug which was already fixed in 
Chromium. If so, presumably Skype will get that fix eventually....

Aside: Even without Orca being used, the app has unexpected interface 
issues. For instance, getting into the menus with just the keyboard 
seems hit or miss. <insert shrug here>
