Hi,
Unfortunately I cannot confirm. I foolowed your steps:
1. type some text.
2. press F7 for the spell checker.
3. tab and use Arrow keys in the list for suggestions.
Orca works as expected.
I use Orca master (3.33.91pre), Writer 6.0.7.3 and Writer 6.3.

I reported and bisected https://bugs.documentfoundation.org/show_bug.cgi?id=126935.
Essentially, it is no longer possible to read the context of a spelling error in LibreOffice meaning the
surrounding paragraph. This is in the current shipping version of LibreOffice. It would be helpful if someone
could confirm and also if people could post on the bug tracker the impact that these sort of bugs have so
that the LibreOffice devs can realize that people use Orca and regressing these things has consequences for
us. Thanks.
