To do this, it's necessary to remove indicator applet complete and then manually add all of the old
indicators you want.

Hi,
The issue here is that Ubuntu Mate uses something called "Indicator
Applet Complete". This is a panel object that sits (by default) in the
top panel, and creates a menu bar of icons, like the old Mate menu
with icons like Bluetooth, Wi-Fi and others. The reason that things
work better in Debian is due to the fact that they do not use
indicator applet complete (for now). Instead, they use the old panel
indicators individually, e.g. there's one indicator for wi-fi, another
for bluetooth, etc.
While the indicator applet complete is only used by default in Ubuntu
Mate, it's still available in upstream Mate, so you may definitely
want to report a bug against it if it's an issue for you.
