Solved!  The amixer app in gnome-terminal followed by alsactl didn't
work, but alsamixer followed by alsactl store did the trick.
I had to specifically select the sound card inside alsamixer and then
hit f3 for playback and hit the up-arrow key to take it up to maximum
volume.  The change remained after reboot too.  This way I can use the
volume knob on the speaker to adjust downward a little and that will
work too.

I'm using digital on usb speakers and set the volume to 1.0 for settings
for device in sound on fedora29.  Unfortunately the volume level remains
down on 5.0 for some reason.  I haven't yet tried pulseaudio or alsa yet
but that'll be my next attempt.
