Ah yes, sorry I had misread your post.

Pressing the down arrow does repeats "start free link" .
More accurately it stays one "start link" once, then
repeats "start free link" endlessly. 

But then, what would be the expected behavior?

Sorry for this newbie question, I package Orca for Slint
but am sighted thus do not actually use it.
