After I focus the panel (see above), the focus lands on the first icon
of the panel. The icon can be different for every user, depends on
installed software. By pressing the key I mean after the icon is focused
I press the key. Any key. Initially I started with arrows, that's how I
discovered the problem, but you can observe it while pressing any key
including enter, escape, spacebar, letters, etc.


3. Context menu for currently selected icon opens.

The icon is focused. I don't want to open the context menu. It just
happens after pressing of any key. This effectively leaves you
helpless unless you use your mouse and click somewhere outside the
panel. Because othervise every press of any key will open the menu.
Note that after the menu is opened, you can use arrow keys to browse it,
enter to confirm etc. But after any action you are back focused on the
first icon of the panel and the cycle repeats.
