It works in Ubuntu and pretty sure you don't need sudo either, or at least I haven't on my laptop to activate cocnnections, not tried editing yet but I use nmtui to connect to wifi and things.

Easiest way I think is typing as root using sudo the nmtui or nmtui-edit commands.

Caveat: this works in Slint, I assume it does in Ubuntu but didn't check.
