I cannot confirm on my laptop with Orca master and Thunderbird 60.2.1 in Dutch.

Here, the fact is that when eht key echo is enable and then, all keys are spoken, when I press ctrl-enter, Orca says "M" and if I issue ctrl-tab, Orca says "I". Have you ever noticed this? An explanation or a bug?
